From the point of view of setting up accounts, Outlook Express seems identical to Outlook, so see the Outlook page for instructions.

The more recent versions of Outlook Express also supports "Multiple Identities" which is extremely useful if two or more people share a PC, but have different e-mail setups.  Essential, you get an inbox for each person.  Look in Outlook Express's help for more information.
